Venezuela's Chavez to have another cancer operation

CARACAS (Reuters) - Venezuelan President Hugo Chavez said on Saturday he would undergo another cancer operation in the coming days after doctors in Cuba found a third recurrence of malignant cells in his pelvic area.

The news is a big blow for his supporters in South America's biggest oil exporter, who elected him in October to a new six-year term in power. Chavez has twice said he was cured, and then had to return to Cuba for more surgery.

In a televised broadcast flanked by ministers at the Miraflores presidential palace, Chavez said that if anything happened to him and a new vote had to be held, his supporters should vote for Vice President Nicolas Maduro - the first time the socialist leader has named a successor.

Chavez returned to Venezuela on Friday from having medical treatment in Cuba, ending a three-week absence from public view.

"Unfortunately, during these exhaustive exams they found some malignant cells in the same area ... . It is absolutely necessary, absolutely essential, that I have to undergo a new surgical intervention," the 58-year-old said, looking resolute.

"With God's will, like on the previous occasions, we will come out of this victorious."

The president has already had three cancer operations in Cuba since the middle of last year. News of more surgery will likely raise new doubts about his future and the fate of his self-styled "revolution" in the OPEC nation.

Chavez, who has dominated Venezuelan politics since taking power 14 years ago, said he would return to Havana on Sunday.

Under Venezuela's constitution, an election would have to be held within 30 days if Chavez were to leave office within the first four years of his next term, due to begin on January 10.

The president has been receiving treatment at the Cimeq hospital in Havana as a guest of his friend and political mentor, former Cuban leader Fidel Castro.

CNOOC pledge small step for China transparency, skeptics abound

SINGAPORE/HONG KONG (Reuters) - CNOOC's promise of transparency, pledged to win approval from Canada for its $15.1 billion purchase of Nexen Inc, looks like a positive step on the face of it but is unlikely to represent a sea change in Chinese business practices.

To be sure, the details of commitment are not clear. The state-controlled energy firm has promised the Canadian government an annual compliance report on all its commitments that are part of its takeover of Nexen Inc, China's biggest ever takeover. These include listing shares on Toronto stock exchange, which comes with certain disclosure requirements.

But when capital is king, cash-rich Chinese state-owned enterprises have the balance of power in any acquisition talks, leaving doubts about the real potency of transparency pledges.

"On the transparency side, I believe there will be efforts from foreign governments to get more information, but it's still a question of how far China is willing to give," said Robert Lewis, a partner at Zhong Lun law firm in Beijing.

"Twenty years ago it was all about foreign capital coming into China and that foreign capital having the leverage in negotiations. Now it's the other way round, so China will not have to give as much on the transparency side as some might suspect".

The international community has demanded greater transparency from China on a number of fronts for years, wary of its intentions as the country grew to become the second-biggest economy in the world and symbolic of a shift in global power to emerging nations.

On the latest front, U.S. securities regulators are in an intense stand-off with their Chinese counterparts over access to Chinese audit documents. Separately, a U.S. congressional advisory panel described Chinese investment in the United States as a "potential Trojan horse."

China's state-secrets laws, massive bureaucracy and cronyism make it difficult to get key, verifiable information from Chinese companies.

FINANCIAL CLOUT

But the same Chinese companies yield considerable global clout. Chinese companies launched $51.3 billion of overseas acquisitions this year, second only to Japan, Thomson Reuters data shows, making the country one of the world's most active buyers of corporate stakes and businesses abroad.

Much of that acquisition power is led by China's government-run companies, and its energy sector, which has both the cash and the need to build up oil-and-gas supplies to fuel the $5.8 trillion economy.

The government owns all large financial institutions, which lends according to state priorities and directives and which favour large state enterprises -- one reason why the Washington think tank, the Heritage Foundation, ranks China 138th out of 179 in global economic freedom.

Even Chinese companies that aren't classed as state-owned enterprises, such as telecom giants Huawei and ZTE, face accusations they could covertly gather information for Beijing.

In October, a U.S. congressional report urged American companies to stop doing business with the two companies saying the Chinese government could take advantage of their equipment for espionage purposes. Canada and Australia have also indicated they will ban Huawei from taking part in communication network projects due to cyber security concerns.

The Nexen deal, and a separate though less contentious $5.3 billion offer by Malaysia's Petronas for Canada's Progress Energy, provided capital infusions to two Canadian companies, not to mention payouts to shareholders at a time of economic uncertainty.

Such considerations may trump the fear of a state-owned bogeyman coming to town.

"No government in the world is going to say 'we don't want your money'," said Andrew Lumsden, a partner at Corrs Chambers Westgarth in Sydney. "There will be a bit of huffing and puffing but it's probably business as usual".

GROUND RULES

Last week, the U.S. Securities and Exchange Commission (SEC) charged the Chinese affiliates of five of the world's biggest audit firms with violating U.S. securities law.

The United States and China could still reach a settlement, but the action shows the U.S. securities watchdog and their Chinese counterparts could not find agreement on the exact topic under discussion with CNOOC-Nexen: transparency of information.

Canada though is following in the steps of other countries that have attracted money from state-backed Chinese companies, such as Australia and Norway, in putting place a working set of ground rules.

"There's become an almost standard set of behavioral undertakings that firms accept in Australia from these kind of companies and reading between the lines it looks like the Canadians are doing similar," said Lumsden at Corrs Chambers Westgarth.

"The companies put in place a series of undertakings such as ensuring they have local management and comply with local environmental laws", he said.

Rupert Li, a partner at King & Wood Mallesons in Hong Kong, said all Chinese companies should study Nexen's transparency clause, particularly those that plan to venture abroad.

"If you want to be part of the global business community, people should have more visibility into your management, your finance, and who actually drives your strategy," Li said, adding the extent of a board's independence was also important.

"The question is whether the Chinese companies can actually dispel the notion that they are just part of the mandate from the Chinese government as opposed to being a true profit seeking entity," he added.

As with every major show, Bloody Elbow will be here to bring you live results, play by play and commentary for UFC on Fox 5. Our live coverage will start with the one prelim fight on Facebook, currently scheduled for 4:20pm ET/1:20pm PT, and continuing through the six-fight portion of the preliminary card that will air live on FX. That kicks off at 5pm ET/2pm PT. The four-fight main card will air on Fox and begins at 8pm ET/5pm PT.

Raphael Assuncao vs. Mike Easton

Round 1 - Easton bouncing around a lot, which isn't surprising. He landed a couple of nice kicks early. Assuncao threw a nice high kick, but Easton managed to block it. Neither fighter is connecting a lot early though. Assuncao landed a couple of kicks and a nice jab. Easton responded with his own jab and a nice leg kick. Assuncao dropped for a takedown but couldn't get anywhere. Tough round to score. I'd say 10-9 Assuncao by a hair.

Round 2 -

Ramsey Nijem vs. Joe Proctor

Round 1 - Both men got down to business quickly, landing with some strikes. Nijem backed him up against the fence, but Proctor looked for a standing guillotine. He held onto it all the way across the cage, but Nijem escaped. Both men landed bombs immediately after. Nijem landed a crazy jumping front kick that sent Proctor reeling across the cage to his back. Nijem jumped him and pounded away, eventually taking his back. Nijem dragged him down into full back control, then came over to mount on a bloodied Proctor. Proctor escaped to his feet though, and looked for the neck again. Nijem took it back down again and climbed over to his back. Back on the feet again, Nijem got caught with a counter and Proctor ended up on top. He looked for the neck again, but there was nothing there. 10-9 Nijem, despite the late comeback.

Round 2 - Both men were a little more cautious at the start of the second. Proctor caught Nijem with the same counter left that dropped him in the first. Nijem responded with his own counter and leg kick though. Proctor started to turn it up a bit with the counters, so Nijem moved him against the cage. Nijem got him down. Proctor looked for a sweep but Nijem found it off and maintained top position. Proctor managed to push Nijem off and looked for a front choke against the cage. He continued to look for a guillotine but he let Nijem take him down again. Nijem closed it out with a few strikes. 10-9 Proctor.

Round 3 - Nijem's striking looked a little better early in the third round, and he connected a few times. Nijem looked for a takedown, and Proctor almost reversed to an armbar but couldn't get it. He then looked for a kimura, but ate some body shots. Nijem controlled position for a while, but Proctor eventually got up. But he missed with a guillotine attempt again and ended up on his back. He got back up, then jumped over on Nijem's back and attacked an arm . Beautiful transition, but he lost it and Nijem went back to punching.Finally they got back up with 20 seconds to go, and threw down until the final horn. I've got it 10-9 and 29-28 Nijem. But we'll see what the judges say.

Ramsey Nijem defeated Joe Proctor by unanimous decision (30-27, 29-28, 29-28)

Daron Cruickshank vs. Henry Martinez

Round 1 - Cruickshank landed to the body right away, but Martinez pushed him against the fence. Martinez looked for the takedown but couldn't get it. They both banged a bit in the center, with each man landing a couple of nice strikes. Martinez went for the takedown again against the cage. It didn't work so they went back to brawling. Martinez picked up a cut in his hairline. Cruickshank landed some nice shots and missed with a flashy kick. Cruickshank landed a big shot to the body that hurt Martinez. Cruickshank opened up with a ton of kicks, but Martinez covered up and eventually fired back. The pace slowed for a bit, until Cruickshank landed a huge kick to the head that stunned Martinez again. Cruickshank blasted away once again, but Martinez stood his ground! Awesome round! 10-9 Cruickshank.

Round 2 - Martinez went back to looking for a takedown, but ate a big knee to the body for his troubles. The pace was much more measured, but Cruickshank was landing some good single shots. And then after almost half a round of relative inactivity, Cruickshank unleashed an unreal kick to the head that sent Martinez to the mat. He didn't even have to follow up, the ref just jumped in. Wow. That was amazing. Daron Cruickshank defeated Henry Martinez by KO (head kick).

Marcus LeVesseur vs. Abel Trujillo

Round 1 - LeVesseur ducked under a punch and scooped Trujillo up like nothing, then dumped him to the mat. Trujillo got up, but Marcus kept working to get it back down. Trujillo defended very well though, and landed some nice back elbows to the head. The ref separated them after two minutes. LeVesseur went right back on the wrestling attack though. Trujillo was game though, landing knees to the leg and staying upright. Trujillo just started beating him down with hard shots, but LeVesseur wouldn't give up on a single leg attempt until the ref separated them again. LeVesseur went right back for a shot, but ate a huge knee. Trujillo bombed away, but LeVesseur lasted till the end of the round. 10-9 Trujillo.

Round 2 - LeVesseur landed a nice punch early, and didn't look to wrestle. He ate another shot coming in though, and Trujillo locked up a standing guillotine. LeVesseur flopped around and Trujillo locked up a north south choke instead. LeVesseur escaped and they brawled a bit. Both men landed huge punches at the same time, but Trujillo's did way more damage, dropping LeVesseur. Trujillo worked in LeVesseur's guard, landing a big right that made LeVesseur turtle and roll over. LeVesseur managed to get up though, and they broke. Big right from Trujillo landed. LeVesseur ducked the next one and looked for a takedown once again, without success. LeVesseur got hurt with a huge knee to the body, then four or five more. More and more, absolutely DEVASTATING knees. Finally the referee mercifully stepped in. Wow. Abel Trujillo defeated Marcus LeVesseur by TKO (knees to the body) at 3:56 of round two

Dennis Siver vs. Nam Phan

Round 1 - Siver leads with some kicks, as expected. Phan was having a hard time getting off, while Siver was on point with everything. Siver found a home for his right hand a few times, and wobbled Phan once. It was all Siver for the first two minutes. Siver landed a nice counter left that backed Phan off. A lot of Siver's punches were landing. Siver scooped up a leg and threw Phan down, but Phan got right back up. He shot in again and Phan defended, but Siver connected with a nice left. The German hit his patented spinning back kick late. Siver 10-9.

Round 2 - Phan was more active early in round two and tagged Siver with a couple of strikes, but a counter from Siver made him stumble away. Siver continued to land low kicks and left jabs effectively. Dennis landed a nice wheel kick to the head. Siver took the fight to the ground, which was kind of weird. Siver worked in half guard and landed a few strikes. Nice short elbow from Siver, and he opened up with a ton of rights to the face. Siver moved to side control, then to mount. More elbows. 10-9 Siver again.

Round 3 - After a few kicks, Siver took Phan back to the floor after ducking a Phan haymaker. Siver worked away in side control, landing a continual stream of punches. He tried to move to mount but Phan defended. Phan tried to work something, but Siver's punches and elbows made him revert to full defensive mode. Siver pinned Phan's arm with him knee and continued to beat him up. Phan looked to turtle up and grab one of Siver's legs, but it didn't do much. Just total domination for almost the whole 15 minutes. I want to see how many total strikes Siver landed. It has to be a massive number. Siver 10-9, and I have it 30-27 overall. I wouldn't be surprised at all with a 30-26 or even 30-25 score.

Dennis Siver defeated Nam Phan by unanimous decision (30-24, 30-25, 30-26)

Scott Jorgensen vs. John Albert

Round 1 - Jorgensen opened with an inside leg kick, Albert responded with a combination. Albert went for some sort of flying attack and Jorgensen planted him on his back. Albert did well to lock down Jorgensen for a while and eventually hit a beautiful sweep and took Scott's back. Jorgensen was able to scramble right back on top though, and started dropping short elbows. Albert whipped his legs up and locked up an arm-in triangle against the cage. Jorgensen fought it off well though, and escaped into side control. Jorgensen briefly looked for north south, but an inverted triangle attempt changed his mind. Albert retained full guard then tried to escape, but Jorgensen took his back and locked in a choke. Albert tapped right at the final horn. Great fight. Scott Jorgensen defeated John Albert by submission (rear naked choke), 4:59, round one.

Rory MacDonald, Alexander Gustafsson and Matt Brown big winners at UFC on Fox 5

Young fighters made some noise on UFC on Fox 5 in Seattle on Saturday night. Rory MacDonald, Mike Brown and Alexander Gustaffson all scored big wins.

The torch was passed among welterweights as B.J. Penn was beat down for three rounds by the bigger, faster and younger Rory MacDonald, who took the decision 30-26, 30-26, 30-27.

Penn, a legend in MMA whose first fight was at UFC 31 in 2001, had no answers for 23-year-old MacDonald. Penn was wobbled by a left late in the first round. He survived just to take such a beating in the second round that the fight doctor came in between the second and third to check and see if Penn could continue.

In the third round, MacDonald continued to land strikes, but added taunting to his arsenal. He dropped his hands and made faces at Penn, which the crowd in Seattle didn't appreciate. After the bout, MacDonald said he Penn was his hero, but he had to treat him like every opponent.

"Like I said to BJ after the fight, he was the one guy I really really looked up to growing up. He's a hero to me," MacDonald said to UFC commentator Joe Rogan.

MacDonald also asked to fight Carlos Condit, the one fighter who has beaten MacDonald in his 15-fight career.

Alexander Gustafsson needed a big win over Mauricio "Shogun" Rua to get the next shot at the UFC light heavyweight belt, after Chael Sonnen challenges champion Jon Jones. He did it with a dominant decision, winning 30-27, 30-27 and 30-26.

Rua was strong early, managing a leg lock attempt in the first round, but he wasn't able to do much after Gustafsson got out of the submission attempt. Gustaffson used his reach and long legs to land huge knees and kicks throughout the bout.

With the win, Gustafsson is now 15-1. He won his last six fights, with his last loss coming in April of 2010 to Phil Davis.

Matt Brown started the main card off with excitement. In the second round of his bout with Mike Swick, Brown landed a perfect right hand. It stiffened Swick, who was out before he hit the ground. The fight was stopped at 2:31 in the second round.

At one point in his career, Brown had lost three fights in a row and it wasn't clear why the UFC didn't cut him. Now, he is on a four-fight win streak, with three of the last four coming by stoppage.
