DAYTON, Ohio -- Officials say the record number of insurance-fraud allegations in Ohio this year can be partly attributed to better reporting of suspected incidents and difficult economic times that push some people into illegal activity.

The Ohio Department of Insurance reports that consumers, insurers, insurance agents, police and others have lodged 4,022 allegations of fraud with the state through Friday. Reports of fraud are up 10 percent compared to all of 2011, and 25 percent from 2010.

The increase partly reflects the Department of Insurance's strengthened efforts to get insurers and the public to report suspected incidents of fraud, agency spokesman Chris Brock said. Fraud also tends to increase when people face serious economic hardships, he said.

Despite the record number of allegations, it remains unclear whether or to what degree the increase in reports reflects an increase in fraudulent activity. Criminal indictments, referrals and cases opened and investigated by the Ohio Department of Insurance are not on track to significantly surpass the totals of previous years.

The most common types of fraud include false or inflated homeowner and auto claims, staged auto accidents, and bogus slip and fall accidents. Fake health care plans have spread during the economic downturn, and arson remains a problem.

Insurance fraud costs U.S. families hundreds of dollars each year in the form of increased premiums, and tens of billions of dollars are paid out annually for fake and exaggerated claims, according to industry and federal estimates.

"Insurance fraud is not a victimless crime," Nationwide Insurance spokeswoman Elizabeth Stelzer told The Dayton Daily News for a story published Monday. "It is a serious issue that affects everyone."

Statistics reported by the newspaper also show the state this year has received about 2,904 allegations of misconduct by insurance agents and agencies. The state launched 1,843 administrative investigations, and about 148 insurance agents and agencies have surrendered their licenses or had them revoked because of wrongdoing.

Non-medical insurance fraud costs more than $40 billion per year, and results in the average U.S. family paying $400 to $700 more annually in the form of higher premiums, according to the FBI. Misconduct by insurance agents and agencies also can be expensive and leaves policyholders without coverage because their premiums were diverted.

"Insurance fraud is a cost of business, and like any cost of business, it gets passed on to normal consumers in higher premiums," said James Quiggle, spokesman with the Washington-based Coalition Against Insurance Fraud.

Biosphere 2, where he does his research, is about 35 miles north of Tucson, Ariz. The dome of Biosphere 2 rises from the mesquite savannah like a cathedral for the celebration of science. Assorted biospherians and scientists have studied within this glass vivarium. The enthusiasm for discovery has not waned since the original crew of biospherians lived here two decades ago. Their mission: To survive for two years sustained only by the food they grew beneath the dome.

The Birth of the Biosphere Concept

The word ?biosphere,? meaning the place on Earth?s surface where life dwells, was coined in 1875 by Edward Seuss, an early ecologist. New life was breathed into the biosphere concept in the 1960s, a fertile era for the melding of ecological principles and New Age philosophy. It was in this rarified atmosphere that the idea for Biosphere 2 was born.

In the early 1980s a team of scientists, architects, adventurers and dreamers decided to build an artificial biosphere?a geodesic-like structure within which they would create a self-sustaining community. Ground was broken for Biosphere 2 in January 1987, and four years later the infrastructure was complete. During construction, in a mysterious process more akin to a vision quest than the vetting of a team of scientists, eight individuals were chosen to inhabit Biosphere 2 for two years. The biospherians survived the experience, living almost entirely without assistance from the outside world. In the process, they learned as much about human relations as anything else.

Dragos Zaharescu is an intellectual descendant of the original biospherians. He says, without hesitation, that he would go back in time and join them in their grand experiment?if he could. Zaharescu came to Biosphere 2 as a research associate in 2011 after graduating from Vigo University in Galicia, Spain, where he investigated the interface between high-altitude organisms and their environment.

Here at Biosphere 2, Zaharescu sprouts seeds in ground rock, studying the interaction among the organisms living in his unique growth medium. He hopes his research will demonstrate how plants, microbes and fungi contribute to biological weathering, part of the process that changes rock into a living ecosystem and, ultimately, soil.

Some of the rocks that Zaharescu uses come from Arizona or New Mexico. Other rocks are sent to him by mountaineers and explorers affiliated with Adventurers and Scientists for Conservation (ASC). This organization pairs adventure athletes with scientists who need help collecting samples or data from extreme environments. Mountaineers associated with ASC collect bedrock for Zaharescu from the tops of mountain ranges.

Zaharescu?s work harkens back to the studies of Dr. Clair Folsome of the University of Hawaii?a ?historic figure in the Biosphere lineage,? according to Jane Poynter, one of the original biospherians. In her book The Human Experiment: Two Years and Twenty Minutes Inside Biosphere 2, Poynter describes Folsome?s life-in-a-bottle experiments. In 1968 Folsome sealed an amalgam of beach sand, bacteria and algae into flasks, sealed the flasks and sterilized them. ?[N]o matter what he did to the flasks, unless he heated them to the point that the proteins broke down irreparably, or deprived the systems of light for a long time, life always persisted inside,? Poynter wrote.

Decades later, Zaharescu carries out his own ?life-in-a-bottle? project. In his exquisitely designed and executed experiments, he grows grass and ponderosa pine seedlings within specially designed chambers, using rock that he or his collaborators collected and his young associates ground into a sandy mixture.

Zaharescu smiles ruefully as he describes how he burned through at least 20 assistants during the rock-crushing phase of the project. To avoid contamination, any living matter had to be ground off the rock with a drill. Then the rock was crushed and sterilized in an autoclave. Each grain of sand had to be the same size, so the growth medium would be uniform.

Zaharescu didn?t spare himself the hard labor, but he wouldn?t demonstrate the process for us. ?Don?t ask me to crush rock again,? he says.

?No more,? echoes Andrew Toriello, one of the few student assistants still with the project.

Toriello, a nutritional science undergraduate at the University of Arizona, joined the project in March 2012. Toriello helped denude and grind rock for months.

In spite of these monotonous tasks, Toriello enjoys working with Zaharescu. ?It makes me want to stay in the science field just to know that there are a lot of people [in science] that are personable and social.?

Jennifer Presler, also a University of Arizona undergraduate, started on the project as a summer National Science Foundation intern and was hired on when her internship ended. ?I wasn?t in charge of the grinding,? she says. ?I was in charge of the cleaning, thank goodness.?

Presler also helped to assemble a watering system for the seedlings. ?It?s a lot of fun,? she says. ?His [Zaharescu?s] excitement makes me excited, too.?

After mastering rock grinding and cleaning, Zaharescu designed and built ?rockubators??hexagonal Plexiglas incubators where seedlings grow in the ground rock medium. These cradles for infant plants are kept as clean as possible during each experiment. Rows of tubes carry water to the seedlings. Gloves dangle from portholes opening into the rockubators. If plants must be handled or tubes adjusted, only gloved hands will enter the clean environment.

To the sandy medium, Zaharescu adds a rich mixture of bacteria and fungus that will jumpstart his plants. As water drains through the Plexiglas columns containing the seedlings, he will collect the runoff and analyze it for nutrients, bacteria, fungi and the chemical metabolites of plant growth. In this way he hopes to learn how plants, bacteria and fungi transform a rocky environment into a living ecosystem. This knowledge will help us understand how the Earth evolved from a rocky, uninhabitable planet into the green, fertile biosphere it is today.

With his experiments, Zaharescu has shown himself to be a consummate scientist with a creative approach worthy of the original biospherians. As he says, ?Don?t think outside of the box. Just get rid of the box.?

NY-based group: 232 journalists jailed worldwide

(AP) ? The Committee to Protect Journalists said in a report Tuesday that a record-number 232 journalists are imprisoned worldwide and that Turkey has the highest number with 49 journalists behind bars.

The total is 53 more than the tally last year and is the highest number since the New York-based organization began conducting worldwide surveys in 1990.

The census of journalists behind bars on Dec. 1 found that anti-state charges such as terrorism, treason and subversion were the most common made against journalists in 2012. At least 132 journalists are being held around the world on such charges, CPJ said.

The group said that broadly worded anti-terror laws have allowed Turkish authorities to equate the coverage of banned groups with terrorism.

Mehmet Ali Birand, a top editor with the Istanbul-based station Kanal D, said the Turkish government "does not differentiate between these two major things: freedom of expression and terrorism."

The Turkish embassy did not immediately respond to a request for comment.

CPJ said the second-worst jailer of the press is Iran, with 45 behind bars. The group cited news reports that said Iranian blogger Sattar Beheshti was arrested in October and died after being beaten and hung by his limbs from the ceiling.

China was third with 32 journalists behind bars, 19 of them Tibetans or Uighurs imprisoned for documenting ethnic tensions, CPJ said.

"Journalists who report on areas deemed 'most sensitive' by the state ? China's troubled ethnic regions of Tibet and Xinjiang ? are most vulnerable," said Phelim Kine, deputy director of the Asia division of Human Rights Watch.

The overwhelming majority of the 232 detainees are local journalists being held by their own governments. Just three foreign journalists were on the list.

CPJ said the list does not include journalists imprisoned and released throughout the year, nor does it include journalists abducted by non-state entities such as criminal gangs or militant groups.

Most popular weight-loss drug strongly alters other drug therapies, study suggests

Dec. 10, 2012 ? A University of Rhode Island researcher has discovered that the weight-loss drug orlistat, known by the brand names Xenical and Alli, inhibits a key enzyme that may lead to "severe toxicity of internal organs such as the liver and kidney." The inhibition is irreversible and can be caused by a low level of the drug.

Professor Bingfang Yan's study funded by the National Institutes of Health, also found that the drug alters efficacy of medicines, and particularly limits the effectiveness of some anti-cancer drugs.

Part of the research results will be published in the journal, Biochemical Pharmacology, which has the article posted on its website December 10. Yan also alerted the U.S. Food and Drug Administration to his findings.

Orlistat, which was originally approved by the FDA in 1999 as the prescription drug Exenical, was approved in 2007 as the over-the-counter medication Alli. It has been the most commonly used medicine to treat obesity for more than a decade, Yan said.

"Since it has been available over-the-counter, there has been a drastic increase of toxicity among patients using the drug," Yan said. "It has been linked to severe liver failure, acute pancreatic failure and acute renal (kidney) failure."

Yan said orlistat works in the intestinal tract by preventing fat from being absorbed by the body. It is generally accepted that orlistat remains in the intestine and that the body does not absorb it.

"But orlistat is reportedly absorbed, and certainly internal organs such as the liver and kidney are exposed to this drug upon absorption," he said.

The study showed that the drug is a potent inhibitor of carboxylesterase-2, which is a major detoxification enzyme in the liver, kidney and gastrointestinal track. "When the activity of this enzyme drop in those organs, toxicity increases or the efficacy of some drugs are altered," Yan said.

The enzyme is known to metabolize a wide range of medicines including aspirin and the cancer drugs irinotecan and pentyl carbamate of p-aminobenzyl carbamate of doxazolidine.

"This study shows that orlistat profoundly alters the therapeutic potential of the anti-cancer drugs," Yan said. "In the case of the anti-cancer drugs, it weakens their effectiveness."

Prior or co-presence of orlistat with one of the anti-cancer drugs resulted in cancer cells being far more prolific.

"Alli-based interactions can be key factors in the efficacy of medicines," Yan said.

Yan was also interested in Alli's effects on aspirin and its use as a blood thinner. "Aspirin is used to treat blood clots. Yan predicated: "Orlistat would increase the therapeutic potential of aspirin, which may increase the tendency of bleeding."

This isn't the first time that Yan has found critical drug interactions in his studies.

In 2006, he discovered that the anti-viral drug Tamiflu would be rendered ineffective in patients also taking the anti-clotting drug Plavix. His published findings have resulted in new dosing regimens for patients who need both drugs.

Main Street vs. Wall Street in battle over Hostess

Of the two thousand Hostess Brands documents filed in the last year with the U.S. Bankruptcy Court, it's one of the most recent ones ? a handwritten, five-page letter on loose-leaf notebook paper ? that stands out the most.

In document #1890, Don Sheridan of Wellesley, Mass., writes to say the Judge, the CEO, and the company's advisers should allow him to prepare a proposal for the Twinkie maker and its 30 brands.

Financial advisers to Hostess have set a deadline of Monday, Dec. 10, to submit initial interest in acquiring a liquidating Hostess or any number of its brands. Compared to the likes of the conglomerate snackmakers that will table billion-dollar bids, Sheridan would hardly seem a viable competitor. He is 59 years old, battling cerebral palsy and living on welfare. His academic qualifications are slim: He flunked out of accounting school at a younger age and, in conversations over the phone, describes himself as being "unemployed practically [his] whole life."

Despite the odds, Sheridan's is a very real dream.

And he's not alone. A mainstay of the collective American memory, the idea that Hostess ? Twinkies, Wonder Bread and all ? could go stale has struck a chord with consumers and collectors. It's drawn a singularly unique set of strangers to the world of wonky financial engineering, court hearings, and fire sales normally inhabited only by Wall Street pocket squares and white-shoe law firms.

CNBC: At Hostess, Everything's for Sale but the Kitchen Sink?

Enter the Hurst brothers. Twins Austin and Zach, 26, run a small private equity fund in Sarasota, Fla., and have a track record of small investments in early-stage tech companies. Their fund is small and run remotely, their experience working with large companies is nonexistent ? but they're gunning to take over the national baker, with big expectations.

"I honestly believe we can double the profitability," said Austin Hurst, the firm's managing general partner, reached by phone before the deadline. Hurst said the brothers, still working on a bid to submit to Hostess' bankers, were feverishly searching for wealthier ? and more knowledgeable ? investors to provide financial backing.

Cobbling together investors has been a familiar approach for would-be saviors of these iconic brands. In 2011, everyday consumers pledged more than $200 million to save hipster beer-maker Pabst Blue Ribbon Co. through BuyABeerCompany.Com, a crowdfunding website.

In a similar vein, Spencer Clark, CEO of eRaise, a nascent crowdfunding platform still in beta testing, launched the website DoughForHostess to solicit financial pledges from small-time investors who wanted to "save" the company. In roughly two weeks' time, the site received "thousands of responses from around the world," according to Clark ? totaling some $2 million in unofficial financial commitments. While Clark does not have the outright intention of bidding for the company (although there is a scenario, albeit a phenomenally slim one, where he'd take a shot at it), he does see a future where these kinds of main-street financed deals are very possible.

The Pabst effort, while valiant, got quashed. In June 2011, the Securities and Exchange Commission shut down two rogue investors who were soliciting the public for the funds, but did not register the securities. The site was shut down following a cease-and-desist order, and the brand was scooped up by family-owned private equity shop C. Dean Metropoulos & Co. for $250 million.

Coincidentally, the Metropoulos family could save Hostess, too. The owner and principal Daren Metropoulos (also now chairman and CEO of Pabst) told CNBC the effort was "at the beginning stage of our due diligence."

In all likelihood, buying Hostess Brands would cost a multiple of Pabst. A representative for financial adviser Perella Weinberg ? tasked with selling the piecemeal brands ? said in a hearing that the sales could fetch roughly half of the brands' combined $2.4 billion in revenues.

The other, more established, bidders are likely to include large corporations backed by large commitments of capital by large investment banks. (Perella said at least six banks were retained.)

National competitor Flowers Foods recently expanded its credit facility in order to tap its cash reserves, signaling to analysts it plans to bid. Behind the scenes, executives from supermarkets and regional bakeries have been touring Hostess facilities and talking with management.

That's not stopping those like Sheridan and Hurst from racing to the finish line.

"Our exact bid has yet to be determined ? but it will be sizeable and it will be very competitive," Hurst said. "We're in it to win it."
